PRESENT: Councillors, Mr D Lonsdale (Chairman), Mr M Lusty, Mr T Overbury, Mrs J Parsons. APOLOGIES from Mr M Colebrook, Mrs D Holt Public attendance: 12 Mr Mark Mitchell of Caudle Green was co-opted as a Parish Councillor to fill the vacancy following the death of Cllr Mrs C Melhado. MATTERS ARISING from minutes: Way Marker at Moorhouse Cottage – Still with GCC Highway matters Letter received from Gloucestershire Highways: Climperwell road surface has been improved Winstones Hill drainage & gullies have been looked at by Highways and gratings and sumps cleared. Highways will see if anything further can be done to improve catching surface water Missing ‘Passing Place’ sign has been replaced The loose Thames Water manhole at Old Post Office has been repaired by Thames Water Marker post outside Badgers has been replaced Tree planting in memory of Catherine Melhado is under discussion by the Garden Society Brimpsfield Common tidy-up and tree felling –option specifications to be drafted. New Model Code of Conduct: following its adoption at last meeting, CDC advise that new ‘Registration of Interest Forms’ have to be completed by each Councillor. PLANNING: Changes to Planning Consultation process by CDC were discussed. PC has little alternative and will operate the new web based system Job Cottage retrospective planning - Councillors to look at the site in daylight before making comments Evergreen cottage – still with CDC The Coach House, lounge extension – CDC permitted The Leverets, Haregrove, tourist accommodation – CDC permitted Syde Park, garage - CDC permitted Sidelands planning permission Clerk to check conditions applied with respect to hedging HIGHWAYS: Bridleway off Newcombe was discussed. Contractors have topped the path with fine gravel but this has not improved drainage. Clerk to contact GCC asking for their advice on action to improve the situation Snow Warden, Caudle Green – Cllr Mrs J Parsons agreed to continue in this role Polo Monies: The Chairman outlined suggestions for changing how donated monies from Charity Polo Matches are managed. Generally agreed a change is. Clerk to discuss matter with GAPTC and Charity Commission. Mr Arthur Webb Churchwarden thanked the PC for the donation of £700 towards the cremated remains area in the Churchyard. Suggestions were made for using Polo Monies on improvement of Village Hall facilities and Churchyard maintenance. AOB: The Knapp road needs haunching as cars scrape road surface. Ashmore Lane drains are blocked and road acts as a stream which ices over and is dangerous. The road between Sidelands to Birdlip is badly deteriorating. Drain outside Old Granary and Village Hall is blocked. The ditch from Village Hall running in Birdlip direction needs clearing. This has always been done by Highways. Clerk to report these 5 issues to Highways. Longdole had promised to provide a list of future events and write to confirm the ‘one-way system’ will be continued – The Chairman will speak to Longdole Polo Club. The Footpath off Common Cottage and Ivy Cottage drive is partially blocked by a fallen tree. Cllr T Overbury to investigate. Stones leading up to the Notice Board reported to be slippery and covered with molehill soil. Clerk to get rectified A rat problem was discussed. This may be connected with game bird feeding. Cllr M Mitchell reported that he found lockable black rat poison boxes to be effective. Clerk to raise issue with CDC.
